Perlman Design Group – Real Estate Loan Workout Specialists
Perlman Design Group (PDG) ‐ Asset Management Division is a seasoned group of CPA’s, Architects, Engineers and Real Estate Professional with hundreds of combined years in the asset management arena. Our team’s is experience includes: credit analysis/review, problem loan workout and general asset management and construction loan monitoring. As a full‐service construction consulting firm, PDG provides a wide array of construction monitoring services customized to meet the goals and needs of each client. From pre‐construction to closeout, our team of Architects and Engineers will develop a project methodology to assist the client in managing the project from the financial and construction standpoint, ensuring timely allocation of available resources and an orderly completion of the project. Services provided are:
• Property Condition Assessment includingevaluation of the physical aspects of a property and how its condition may affect the soundness of the client’s financial decisions over time.
• PDG observes the property and improvements, evaluates the apparent physical condition, reviews available documentation, assesses the expected useful life of the property components and estimates the cost for repairs.
• Our team is specially trained to review and analyze construction contracts, budgets, soil studies, environmental reports, schedules, drawings and specifications to ensure that your expectations of cost, time and constructability are feasible prior to starting construction.
• PDG performs periodic site visits to ensure each project complies with the loan documents and overall project specifications. PDG evaluates construction progress and certifies that progress has been made to the point indicated on the Application for Payment issued by the general contractor.
• PDG reviews partially constructed projects to ascertain their extent of construction and develop a cost to complete report. The combination of on‐site field reviews, discussions with building officials, and review of the project plans and specifications allows PDG to formulate the accurate cost estimate for the client's banking or development needs.
• PDG also performs a complete review of construction documents such as change orders, material testing reports, lien waivers, and architect's reports. In addition PDG comments on the project’s safety conditions, quality of construction, stored materials and housekeeping.
As a full‐service program manager, PDG acts as the owner's representative on a project from initial concept through the final punch list and operational start‐up. Our team of architects and engineers provide the owner's point of contact for the project architect and builder, with a firm objective to meet all of the owner's goals withregard to budget, schedule, and quality.

We have worked on many types of buildings including hotels, churches, offices, government, hospitals, educational facilities, multi‐family residential, industrial sites, shopping centers and more.
Howard Perlman
Howard Perlman is the President and Founder of Perlman
Design Group. In addition to performing management duties required as the President of PDG since 1977, Mr. Perlman remains active with his clients and continues to perform site inspections and analyses. Mr. Perlman has also used his extensive knowledge and experience to present seminars on the construction loan process. Mr. Perlman holds a Bachelor of Architecture Degree and he is
a member of the American Institute of Architects.
Larry L. Bertsch
Mr. Bertsch has been a CPA since 1964 practicing in both the private and public fields. In the private sector he was a Chief Financial Officer for major casinos from 1983 through 1991. Since 1991 he has been engaged in tax preparation and planning, accounting, bookkeeping, litigation support, bankruptcy trustee services, receiverships, forensic accounting, business evaluations, and was appointed by the Department of Justice as a panel Trustee for Bankruptcies in 1991. He has also taught school at Rutgers, University of Nevada ‐ Reno (UNR) and University of Nevada – Las Vegas (UNLV).
Andrew McClintic
Mr. McClintic, a graduate of UNLV, has worked in Bankruptcy for the past 10 years. Mr. McClintic has assisted in tax preparation and planning, accounting, bookkeeping, bankruptcy trustee services, and receiverships while working with many governmental agencies and attorneys relating to accounting, tax, and bankruptcy issues. Mr. McClintic has worked with Mr. Bertsch since 1992.
Douglas Allen
Mr. Allen is a leading real estate asset management specialist, since 1982. Upon graduation from University of Nevada Las Vegas School of Law, Mr. Allen joined the firm of Parker Nelson Arin managing a significant real estate and construction case load. As well, Mr. Allen has managed construction projects as a lender representative coordinating regulatory agencies, negotiating regulatory enforcement actions, and merger transactions and providing all variety of regulatory and compliance advice and counsel. Along with a Juris Doctorate Degree, Mr. Allen holds a Bachelor of Architecture Degree from Arizona State University; and is a member of the American
Institute of Architects.
